A) The beginning of activity since 1998

The School-Building Donors Association is one of the largest non-governmental organizations in the Islamic Republic of Iran, which has been established since 1998 with the aim of attracting the participation of donors and philanthropists to build and equip educational spacesThis non-governmental organization is registered in the General Office of Registration of Companies and Non-Commercial Institutions under No. 11533 and is a popular and legal institution to attract public assistance in the construction and development of schools in the country.

B) How to operate

The School-Building Donors Association, consisting of school-building donors, works purposefully with the Ministry of Education to identify donors and involve them in the construction and development of the country's educational spaces.

The three main areas of activity in this popular institution are:

  1. The school-building charity community of the country
  2. Ministry of Education
  3. Organization for Renovation, Development and Equipping of the Country Schools

In this combination, the "School-Building Donors' Association" has the important responsibility of attracting donors and guiding them to build and equip schoolsThe "Ministry of Education" and, consequently, the General Departments of Education in different provinces of the country are also responsible for the proper operation and in accordance with the initial intentions of the donors of the donated schoolsIn fact, the construction of schools is done based on the announcement of the needs of the general departments of education. Obviously, in areas where there is no need for new schools, the school-building charity community will not build new educational spacesThe third side of this cooperation triangle is the "School Renovation Organization of the Country", which is responsible for building schools with the latest construction standardsSupervising the quality construction of schools is one of the most important tasks of the country's school renovation organizationIn fact, these three main pillars in the composition of the school-building donors community in a precise and defined cooperation, the participation of donors in the construction of schools in a logical way.

Goals :

According to the approved statutes, the goals of the country's school-building charity community are completely "non-profit" and "non-political", and the participation of donors will be 100% spent on building new schools, especially in deprived and needy areas.

Supervision of the construction of charitable schools:

Supervision of the construction of charitable schools is the responsibility of the country's school renovation organization, which is carried out at the level of different provinces through the general schools renovation departments of the provincesThe School Renovation Organization is a specialized body for the construction of educational spaces in the country and closely monitors the construction process of schools in accordance with the latest construction standards through a monitoring system.

Meanwhile, the school-building charitable community of the country at the provincial level, through provincial assemblies, continuously monitors the construction of charitable schools in accordance with the initial intentions of the respected charities and the agreements made with the school-building charities.   

It is worth mentioning that the construction of charitable schools is based on the memorandums concluded between the respected charities and the school-building charitable community and the Ministry of Education.

The performance of the school-building charity community of the country:

  • Out of 530 thousand classrooms in the country, up to 107 thousand classrooms have been built by the efforts of school-building charities(Between 20 and 30%) (2016)
  • Currently, 2.5 million students are studying in benevolent schools in the country. (2016)
  • This year, school-building donors have contributed 840 billion tomans in the construction of new schools.
  • In attracting the participation of donors in 1995, the provinces of Tehran, Khorasan Razavi, East Azerbaijan, Fars and Khuzestan have the highest ranks. (80% of new commitments were related to the construction of schools, 12% to the transfer of property and 8% to the provision of educational equipment for schools.)
  • In the first 3 years of the 11th government, 4 million and 700 thousand square meters of new educational space has been built, with a share of 30% of school-building donors. (Report of the country's school renovation organization 7/27/95)

The latest situation of educational spaces in the country

  • Currently, 107 thousand schools (530 thousand classrooms) are located in 97 thousand physical spaces in the country (year 95).
  • Currently, 10% of the country's schools are in two shifts.
  • 30% of the country's schools need to be demolished and rebuilt.
  • (According to the announcement of the country's school renovation organization), that is, 120,000 classrooms must be demolished and renovated.
  • The necessary credit for the destruction and reconstruction of dilapidated schools in the country (30% of existing schools) is equal to 10 thousand billion tomans.                                       School-building donors and upstream documents in the development of the country:                                                                                                         a) School-building donors in the document of fundamental transformation of education
  • The document on the fundamental transformation of education, approved by the Supreme Council of the Cultural Revolution in 2011, is the most important subordinate document of the Ministry of Education and is a kind of roadmap for the country's education system.
  • In the sixth chapter of this document, entitled "Operational Objectives and Strategies", 23 operational objectives are mentioned, which "create a suitable mechanism to maintain and continuously improve the level of participation of school-building acquaintances and benefactors, such as naming schools after them and their participation in "The management of charitable schools has been explicitly emphasized."   

B) School-building donors and resistance economics
